"Gotham" season 1, episode 7 spoilers show that Detective Gordon will face an uphill battle after his secret is out, as Penguin's return will spell chaos for the city.

During the last episode, Detective Gordon was arrested for killing the Penguin, or Oswald Cobblepot, even if he told everybody that he's still alive. But when the Penguin showed up at the precinct, the detective's secret is out and Fish Mooney will realize that she's been tricked.

That means Detective Gordon and Bullock's lives are in danger.
