Baby On Beach Arrest: Woman Who Abandoned Baby on Hawaiian Beach is Actually Baby's Mother

A day after a woman reported finding an abandoned newborn crying in the sand on a Hawaii beach, police arrested her and revealed she's the baby's mother. The woman was arrested for filing a false police report.

Keala Simeona, 21, of Honolulu, posted $250 bail and was released. She had initially told police she was parked at Sandy Beach in east Honolulu when she heard several people screaming. She said that she walked towards the ocean and found the naked newborn and took her to a hospital.

Family Court will decide whether to return the child to her family or whether parental rights will be terminated, the state Department of Human Services said in a statement. To determine parentage, the department plans to ask the court to order the mother, Keala Simeona, to submit to DNA testing. If a father is identified, it will also seek DNA testing for the father.

The 8-pound baby was "abandoned immediately after birth," Department Director Patricia McManaman said Monday. However, officials couldn't pinpoint an exact time of birth. The baby was doing well at the hospital, McManaman said, while police investigated the case as child abandonment.

Hawaii adopted the baby safe haven law in 2007, which provides immunity from prosecution for leaving an unharmed newborn at a police department, fire station, hospital or with emergency services within 72 hours of birth. Because Simeona brought her baby to a hospital immediately after birth, she cannot be charged.

Human services officials are informally calling the infant Baby Sandy.
