Justin Bieber Instagram Video Features A Shirtless Bieber Laughing: Is He High? [Video]

Justin Bieber tried out Instagram's newest feature in its battle against Vine: video. Check out his shirtless and possibly stoned video on Instagram below.
Said Bieber in the Instagram video: "Some crazy news…(laughter)…[to someone off-camera] No I'm gonna keep going…Crazy news guys…there's, there's video on Instagram. I don't—."

So yeah, Justin Bieber is slowly losing his mind still.
Bieber has had a tough week, but he seemed merry on the brief snippet from Instagram.
Earlier in the week, Justin was anything but. As he sped away from the Laugh Factory last weekend, and appeared to hit a pedestrian. The LAPD investigated, but as of this writing he was cleared of any wrongdoing.
Obviously Bieber's Instagram post made no mention of the car incident last weekend, or the Keyshawn Johnson run-in he had while speeding in his Calabasas, California community.
On that last note, it was actually Tyler The Creator who claimed to be driving the ubiquitous Ferrari where we always find Bieber behind the wheel.
That wasn't all that Bieber has had to overcome this week, even with this giggly Instragram posting.
He was dragged into some possible legal action with the second rate rapper, King Kevi. Kevi claimed Bieber tweeted out his cell phone number and address and now he's trying to get a restraining order against the Canadian pop star.
But those two incidents might have to take a backseat to the rumors we reported yesterday that his former girlfriend, Selena Gomez, was now snuggling up to British singer/songwriter, Ed Sheeran.
Bieber didn't appear to care in his Instagram video. He was lighthearted, not to mention shirtless, a common occurrence these days as the hairless chest of Bieber continues to grow with tattoos.
Justin Bieber captioned his inaugural Instagram video with a simple "HAHAHA," but with the week he's having we're not really sure why.
He did get some good news when his touring partner, Carly Ray Jepsen stood up for the 19-year-old crooner.
In an interview with Billboard, she said of Bieber: "I actually am so out of the loop on any of that, to be honest.
"People are constantly, like, 'Is Justin OK?' I've not really noticed any of that. I feel like Justin's a guy who's working hard every day, and I think the media can sometimes be a little brutal with stuff and over-exaggerate things.
But I stand by him. I support him. I think he's a good guy, and he's doing the best he can."
Maybe that's why Justin is laughing in the Instagram video, or maybe he's just stoned. Who knows.
