Her name is "Victoria Kang" and she just "moved to New York City last year." Luckily, with all the success from "Psy's "Gangnam Style" and all, New York has been the hub of K-pop frantics. T-ara Releases a Colorful Vibe to Them with Their New Song Release

They go on further to say that the ladies like to change it up each time they make a new release.
