"BTS Military Service Exemption Should Reflect Current Times"

The South Korean government took a proactive stance on the issue of applying for the exemption from military service legislation to the group BTS.

"BTS topped the Billboard charts and has an annual economic impact is valued at 5.6 trillion KRW," said Democratic Party of Korea lawmaker Kim Byung-wook to Noh Hyung Wook, head of the National Coordination Department and Secretary of State for National Security Affairs at the National Assembly on Oct 18 (local time). "It is also necessary to consider K-pop stars to be acknowledged as eligible for exemptions, as they contribute to Korea to become a cultural powerhouse."

The head of the policy coordinating office shared, "We have no choice but to re-evaluate how military exemption should be applied to K-pop stars. We have to re-examine if the arts should only include traditional art, or if it should include K-pop as well due to the circumstances of the current times." This is drawing attention because related ministries, including the Military Manpower Administration and the Ministry of Culture, Sports and Tourism have shown a "positive attitude" toward applying military service exemption to pop culture artists, including BTS, even though they have formed a TF.

BTS' oldest member Jin and the other six members of the group will reach the age of conscription within the next few years. There were also many national petitions submitted calling for exemption of military service like sports and artists who promoted national prestige due to their sizeable global performance, including the first Korean singer to top Billboard album charts twice; however, the government has maintained its position that it is not possible.

In the past, even though pop culture artists made their contributions to the promotion of national prestige by making a name worldwide, the exemption did not apply since there was no national consensus on exempting them from military service. Also, it pointed out that it was difficult to set the standard for military service exemption as there is no standard for national prestige promotion, such as no international competition, unlike classical art. The government has been reviewing benefits such as extending the period of overseas stay and issuing multiple passports so that pop artists who are eligible for enlistment will not be affected by offshore activities before joining the military.

According to the current enforcement ordinance of the Military Service Act that allowed winners of specific international arts or sports competitions, such as Olympic medalists, to be given a chance to serve as art and sports agents. In this case, it is considered a de facto exemption from military service, which allows one to continue his professional activities after four weeks of basic military training and complete one's military service.
